General terms of use

Pilot version. This text applies to the Kobri pilot and may change before the service opens to the public. Each version is dated.

Should the French and English versions of this document diverge, the French version prevails.

Established pursuant to Articles 11 and 15 of Law No. 2010/021 of 21 December 2010 governing electronic commerce in Cameroon. This document can be consulted, printed and downloaded at any time, as Article 11(3) requires.

1. Purpose

Kobri allows a customer to receive, as a digital balance, the change a merchant cannot give them in cash, then to use that balance at another partner merchant or request its withdrawal, paid out by the licensed provider.

2. Who does what

Kobri provides the application, the technical service and the monitoring of operations. Kobri does not hold your funds and is not a financial institution.

The licensed payment service provider holds the funds and the licence. Kobri acts as a distributor, in its name and on its behalf, in accordance with COBAC Regulation R-2019/01. Partner merchants are sub-distributors.

3. Access conditions

Your account is activated once an administrator has checked your document and selfie, on behalf of the licensed provider: you cannot receive money before then. A merchant account is checked together with its shop.

  • Be an adult natural person, or a duly incorporated legal entity for merchant accounts.
  • Hold a valid Cameroonian phone number.
  • Provide a valid identity document — front and back for a card — and a selfie, and agree to their transmission to the licensed provider to verify your identity. The same document cannot open two accounts.
  • Choose a four-digit PIN. Weak codes are refused.

4. How an operation is concluded

Article 11(2) — the steps are as follows:

  1. The merchant enters the amount owed and obtains a six-digit code, valid for three minutes and usable once.
  2. You scan the merchant’s QR code with your phone.
  3. You type the code yourself. Before confirming, the amount and the merchant’s name are displayed: you can correct a mistyped entry or cancel.
  4. You confirm. Your balance is credited and both parties receive a notification.

The language of the contract is French. Every operation is archived and available in your account history, and in Kobri’s records, for the legal retention period.

5. Pricing

Receiving change is free for the customer. Any fees applicable to cash withdrawals and merchant operations are displayed in the application before confirmation, in accordance with Article 15.

6. Keeping your account safe

  • Your PIN is personal. Never share it — not with a merchant or anyone claiming to work for Kobri.
  • Every outgoing operation — payment, withdrawal — requires your PIN.
  • Receiving change never requires your PIN: if you are asked for it in order to receive money, it is an attempted fraud.
  • If your phone is lost or stolen, report it immediately so the device can be revoked.

7. Disputing an operation

Any disputed operation should be reported promptly to contact@kobri.app, quoting the reference shown in your history. Because every operation is recorded in a tamper-evident ledger, what happened can be reconstructed.

An erroneous entry is never deleted: it is corrected by a reversing entry, so the history stays complete and verifiable.

8. Withdrawal right

An operation returning change is executed immediately and at your request; it cannot be withdrawn once confirmed. However, as long as the code has not been entered and confirmed, the operation can be cancelled free of charge, by you or by the merchant.

9. Suspension and closure

An account may be suspended where fraud is suspected, where these terms are breached, or at the request of a competent authority. Suspension immediately blocks any new operation; the balance remains the property of the account holder and is returned according to the licensed provider’s procedures.

You may request closure of your account at any time, once your balance is empty.

10. Liability

Kobri uses reasonable means to ensure the availability and security of the service. Kobri cannot be held liable for an interruption caused by the telecommunications network, the user’s device, or an event beyond its control.

Kobri cannot be held liable for the consequences of a user disclosing their PIN.

11. Changes

Any substantial change to these terms is brought to your attention in the application before it takes effect. Continued use of the service constitutes acceptance.

12. Governing law and disputes

These terms are governed by Cameroonian law. Any dispute will first be subject to an attempt at amicable settlement. Failing agreement, the competent Cameroonian courts will have jurisdiction.

Kobri

A product of Africa Digital Solutions (AFRIDISOL). Kobri is not a financial institution: the service is operated as a distributor, in the name and on behalf of a licensed payment service provider (COBAC Regulation R-2019/01). Funds never leave the partner institution.
